CHINA RELEASED THE 2025 REPORT ON THE DEVELOPMENT OF BUILDING AN INTELLECTUAL PROPERTY POWERHOUSE



To accelerate the building of China into an intellectual property power, and to thoroughly implement the Outline for Building China into an Intellectual Property Power (2021–2035) and the 14th Five-Year Plan for National Intellectual Property Protection and Utilization, the Office of the Inter-Ministerial Joint Conference on Building China into a Leading Intellectual Property Power, together with relevant parties, has compiled and completed the Report on the Development of Building an Intellectual Property Powerhouse (2025) (hereinafter referred to as "the Report").

The Report summarises the overall progress toward the development goals of building China into an intellectual property power, and reviews the achievements made in this endeavour. It evaluates the current state of development, analyses the situation and challenges faced in building China into an intellectual property power, and provides prospects for future development. The Report shows that China's Intellectual Property Power Building Index rose steadily to 131.8 points, an increase of 6.3 points from the previous year; the average score of regional intellectual property development indices continued to improve, reaching 81.73 points.

According to the Report, the protection for intellectual property rights has been comprehensively increased from the following aspects:

•  In 2024, China's people's courts at all levels nationwide accepted 529,400 new cases of various types of intellectual property rights (IPR) matters and concluded 543,900 cases. Punitive damages were imposed in 460 cases involving malicious infringement with serious circumstances, representing a year-on-year increase of 44.2%.

•  The Supreme People's Procuratorate established the Intellectual Property Prosecution Department as a directly affiliated office. Procuratorial organs nationwide accepted 7,600 applications for arrest review in cases of IPR infringement crimes, involving 13,500 individuals; they accepted 13,800 cases for examination and prosecution review, involving 33,800 individuals, and handled 4,219 civil and administrative public interest litigation cases related to IPR.

•  The Ministry of Public Security established the Intellectual Property Crime Investigation Bureau. Public security organs nationwide investigated and handled 37,000 cases of IPR infringement and production/sale of counterfeit and substandard goods.

•  Market regulatory departments across the country investigated and dealt with 44,000 illegal cases in areas such as trademarks and patents, with the amount involved reaching 1.129 billion yuan. The national IPR administration system handled 72,000 administrative cases concerning patent infringement disputes.

•  Copyright enforcement departments at all levels handled 4,710 copyright infringement and piracy cases, and removed 3,628,200 infringing/pirated links.

•  Customs authorities nationwide detained 416,000 batches of imported and exported goods suspected of infringement, and approved 21,600 recordations for customs protection of IPR.

•  A total of 13 new national-level IPR protection centres and rapid response centres were established, bringing the total number to 124.
